Bing Penalty ↔ take Bing Report errors & even warnings VERY seriously - even short/long titles & descriptions - bing will outright refuse to Crawl your site due to "low quality". It doesn't matter if Google indexes your site well - Bing has very different, very strict rules for "quality" (purely based on meta tags/markup) & will outright refuse to index any page that fails it's rules (below).

Bing's title and description length were (probably) determined from arbitrary limits inferred from google SERP which truncatse titles to 70 chars & description to ~160 chars. Some SEO research papers suggest these numbers too. Apparently, Google has stated that they do not factor in any arbitrary title/description limits to their search algo - which is also why Google continues to ranks long titled/descriptive pages just fine.

Sadly, πŸ¦†πŸ¦†πŸšΆβ€β™‚οΈ relies on Bing for indexing, so that's enough reason (for me) to care enough to fix bing's SEO quality params
