tooltip vs popover
slight semantics diff - popover has additional title as well as content - which apparently tooltip doesn't?!
Popover can be longer, container any kind of content. Tooltip should be shorter simple text description
Tooltip usually ONLY appear on hover - although people break this rule
Tooltip to clarify element with focus - popover to provide additional RELATED CONTEXT on focus element
